1. THE PARIS CLIMATE TREATY. In 2015, 197 nations from around the world signed the Paris Climate Agreement. It was greeted with adulation around the world and its supporters considered it a key milestone for saving the planet. But much the same was said about the Kyoto Accord in 1997, and it sputtered to a sorry, failing end. Will Paris be any different? Amidst the mindless hoopla there is ample reason to expect that it too will prove to be a wasteful and futile effort. In this two-part background we look at why it is structurally flawed and why we shouldn't be surprised that most countries are already out of compliance.
